I think the "powerful" statement stems from the headset's resolution. While I haven't actually played around with a VIVE or RIFT, I do know their resolution for each eye, and it is higher than the PSVR headset, which even though outputs 1080p, it's split down the middle, giving 960 to each eye. In some games, the graphics degradation is certainly noticeable.
The Kitchen Demo, Driveclub VR and Here They Lie have some really bad jaggies and the game will often look better on the TV screen than through the headset. While more cartoony games like Job Simulator, or graphically simplistic games like Rez and Thumper look amazing on the headset.
And while I'll agree with you that the PSVR is great and I also wholeheartedly recommend it to anyone with a PS4 and even a slight interest in VR (much like what the review itself stated as well) stating "I haven't had any problems" doesn't really solve anything, nor does it mean the technology is infallible. It's not a blanket statement that can be applied to everyone. Not everyone had problems with Batman Arkham Knight on PC, but that didn't mean that port wasn't a steaming pile of shit for most players.
