You never know, Joe, maybe Sharon/Heather and Rose are in the closet lesbians. I'm just kidding, of course it's because the director/writer was an idiot when it came to the source material. But that is something i noticed you didn't point out that makes this even worse. The writer and director of the first silent hill weren't a part of the sequel. The studio had someone else come in and dual credit direct and write revelations. That should be a good thing, but somehow this came out worse than the first one.
