OSAMA BIN LADEN BETTER WATCH OUT!  ENCORE SHIPS FUGITIVE HUNTER: WAR ON TERROR

Game's goal is to track down and capture Osama bin Laden

Los Angeles - Nov. 18, 2003 - Encore, a majority-owned subsidiary of Navarre Corporation (NASDAQ: NAVR), today announced that Fugitive Hunter: War on Terror for the PlayStation®2 computer entertainment system has shipped to North American retailers. Developed by Black Ops Entertainment, LLC, the game blends first-person shooter (FPS) and fighter genres in a hunt for terrorists and other criminals; in one of the key missions, players track and capture Osama bin Laden - America's most wanted terrorist. Fugitive Hunter is anticipated on store shelves in major retail outlets later this week, and will retail for approximately $30. Said Michael Bell, Encore's CEO, "Fugitive Hunter is torn right from today's headlines. No other game offers players the opportunity to hunt fugitives in a context that mirrors current events around the world. And no other game gives those players a sense of satisfaction by bringing fugitives - including Osama bin Laden - to justice." Added John Botti, President and CEO of Black Ops, "I created Fugitive Hunter to evoke a strong visceral reaction in those who play it. The game was designed to blend the explosive action of FPS with the physicality of the fighter genre -- bringing the action of real-life bounty hunting into the hands of gamers. I am excited that I have achieved that objective - and made a game that is really fun to play!"

Game Takes Aim at Osama bin Laden

In Fugitive Hunter: War on Terror, players assume the role of Jake Seaver, a former Navy Seal and current Fugitive Recovery Agent. The story begins during a covert mission on the Afghanistan-Pakistan border in 1999. Seaver's helicopter is shot down and his team is lost in the crash. Barely escaping with his life, Seaver returns to Miami to Criminal Interdiction and Fugitive Recovery (CIFR) headquarters. He must now focus on his next mission, although he never forgets the failed mission and the deaths of his teammates. Seaver throws himself back into his work, taking on new assignments, gathering information, and tracking down fugitives around the globe. Traveling from Miami and Utah to Paris and the Caribbean, Seaver finds a common thread between his various missions and the fugitives he hunts, ultimately coming full circle to where it all started - Afghanistan. Fugitive Hunter's key features include:

· Players track and capture 11 terrorists, drug cartel leaders, militia leaders and bank robbers, with Osama bin Laden - America's most wanted terrorist - as one of the key targets

· The game combines FPS and fighting genres with players moving seamlessly from shooter to hand-to-hand combat modes

· 19 different missions of combat, covert operations and fact finding

· Key members of the Matrix stunt team were used for realistic fight action, including Keanu Reaves' stunt double

· Players have access to 10 deadly weapons with multiple modifications and ammo types

· Will Lyman, the voice of PBS' Nova and Frontline and currently starring in ABC's Threat Matrix, introduces each mission

· Multiple locations include Afghanistan, Miami, Utah, Paris and the jungles of the Caribbean as players roam the world in search of America's most wanted

· Fugitives are modeled on America's most wanted criminals
